Chris Najarro, ACSW

Executive Director

Ms. Najarro is Bridge to Home’s Executive Director. She is an experienced social service professional that dates back to 2000. She joined the Bridge to Home team in August of 2017 as Director of Programs. She has been working to serve the homeless community of Santa Clarita Valley since 2011 when she accepted the director role of Family Promise of Santa Clarita Valley. Chris started her social services career as a case specialist at Child Care Resource Center (CCRC), ending her 11-year tenure as CalWORKs Stage 1 Department Coordinator.

Chris holds a Bachelor degree in Sociology from California State University, Northridge and a Master of Social Work degree from the University of Southern California.


Angela Leonard

Director of finance

Ms. Angela Leonard is a seasoned professional with over 30 years of experience in Organizational Operations, specializing in Fiscal Management and the development and implementation of  Operating Procedures. An alumni of Azusa Pacific University, Angela has held leadership positions with Los Angeles Youth Network, Gay and Lesbian Elder Housing, Habitat for Humanity, and the Bill Wilson Center.


Felicia Skaggs

Director of programs

Felicia Skaggs, our Director of Programs, brings a wealth of expertise in behavioral health, homeless services and program management. With a Master’s Degree in Counseling Psychology and over two decades of experience across private and public sectors, Felicia has established herself as a seasoned professional.

Throughout her career, Felicia has excelled in integrating behavioral health services, managing grants, and implementing programs that enhance community well-being. She has a strong track record of coaching delivery system leaders to improve care infrastructure and capability. She is well-versed in DHCS initiatives, such as CalAIM, and possesses extensive experience navigating county, state, and federal regulations pertaining to homeless and behavioral health programs.

Notably, Felicia pioneered Ventura County's first co-responder program, forging partnerships with municipal and county law enforcement agencies. Her commitment to collaboration with community partners has been instrumental in driving positive change in behavioral health and homeless outreach services.

Outside of work, Felicia finds joy in family time, walking her dogs, and avidly following sports. Her dedication to improving mental health services and fostering community connections makes her a valuable addition to our team.


Mandy O’Connor

Director of development

Ms. Mandy O’Connor is Bridge to Home’s Director of Development. She brings over ten years of experience in the non-profit industry, previously serving in a similar capacity for an educational foundation in Northern California. After graduating from the University of California, Santa Barbara with a B.A. in Communication, Mandy moved to the Bay Area and spent nine years in sales, primarily in the hospitality field. A native of the Santa Clarita Valley, Mandy and her family relocated back to Southern California in 2019. She loves living in Santa Clarita again and is honored to be working for this exceptional organization.


Nicole L. Feast-Williams, MPA

DIRECTOR OF interim housing

Ms. Nicole L. Feast-Williams began her passion as a volunteer at the age of 19 volunteering for several non-profit organizations. Nicole’s passion is helping children that have experienced sexual abuse, domestic violence, homelessness, human trafficking, and teaching self-love to help youth succeed in life. She joined the Bridge to Home team in 2017 as a Residential Team Lead and has been promoted throughout her tenure.  

Nicole has two daughters, Chanel and Chya, and a son Cobie that are the loves of her life. Nicole enjoys traveling, spa time, hiking, volunteering, and time with her family.

Nicole holds a bachelor’s degree in Communication Theory from University of Phoenix and a master’s degree in Public Administration (Leadership and Management) from University of La Verne.
